A recent review of the Waxman-Markey energy and climate bill, also known as the American Clean Energy and Security Act of 2009 by the Environmental Protection Agency (EPA) estimates the cost of Carbon will be $13 - $17 per ton in 2015. The EPA’s analysis of the bill comes shortly after it revealed its “endangerment” finding that carbon emission threaten personal health.

Lisa P. Jackson, EPA Administrator, said at a recent hearing that the EPA’s economic modeling indicates that the investment Americans would make to implement the Carbon cap-and-trade program would be modest compared to the benefits of a comprehensive energy and climate policy.
